Representation of Women Act
Current strategies employed in the U.S. to recruit, train, and support individual women candidates are important but they are not sufficient to get us to parity. Women's representation in Congress is virtually stagnant while women's representation at the state legislative level has actually regressed - at the current rate of progress in statewide elections women won't reach parity for 650 years!
In order to reach parity in our lifetimes we must also work for institutional reforms used in a growing number of U.S. jurisdictions and the 94 nations that rank above the U.S. in women's representation to ensure that there is a level playing field for women candidates and legislators.
The United States has a rich history of using structural strategies - like Title IX - to address inequality. The republican and democratic parties mandated gender balance for internal party positions nearly 100 years ago. In the last decade lawmakers have adopted voting systems that provide women candidates an equal chance to be successful at the ballot box
Representation2020 calls on legislators to pave the way for our generation's path to parity by promoting and passing the Representation of Women Act before the centennial of suffrage in 2020.

Recruitment
Political parties, PACs, and donors shall set voluntary targets for the number of women candidates they support, especially in open seat races.

Voting Systems
Legislators shall consider the adoption of multi-winner districts with ranked choice voting systems shall be adopted wherever feasible

Legislative Rules
Gender task forces shall be formed to recommend internal legislative measures to allow all those with family responsibilities to serve in elected office.
